The Ministry of Planning, Investment and Economic Development commissioned the work under a World Bank project. HAD was the lead contractor from July 2025 to January 2026.<\/p><h2 class=\"wp-block-heading\">Scope and approach<\/h2><p class=\"wp-block-paragraph\">The mixed-method evaluation examined the performance, effectiveness, sustainability and impact of interventions across key development and productive sectors.<\/p><p class=\"wp-block-paragraph\">Learn more about our <a
