The assignment
HAD supported the Federal Government of Somalia to conduct an endline evaluation of the National Development Plan (NDP-9). The Ministry of Planning, Investment and Economic Development commissioned the work under a World Bank project. HAD was the lead contractor from July 2025 to January 2026.
Scope and approach
The mixed-method evaluation examined the performance, effectiveness, sustainability and impact of interventions across key development and productive sectors.
